Cisco ISO & FTP failure

I've run into a situation where I can NOT download a file from with IE utilizing a URL adn FTP within IE, but I can download a file by right clicking the file and doing a save as within IE.

When I remove the ACL 102 from the dialer interface the URL works perfectly. My ACL is listed below just for giggles.

Does anyone have a clue to why the Cisco is behaving like this and any suggestions?
