Bad object type when reload via snmp

I try to reload a Cisco router via SNMP

snmpset -v 1 -r 3 -t 15 -c $COM $ROUTER 1.3.6.1.4.1.9.2.9.9.0 2

I receive following error:

1.3.6.1.4.1.9.2.9.9.0: Bad object type: 2

Any idea how to solve this?

Do you have snmp-server system-shutdown in your configuration?
