Port 1723 must be PPTP, which uses more than just UDP port 1723. It
also uses the GRE IP protocol. Most simplistic routers just do what it
thinks you want. Cisco's tend to do exactly what you tell it.

You'll have to permit GRE through as well. Here's a Cisco tech note.
