I have to place several routers at European locations and I wish to
use the wic-1am to access them via pstn? Does this card work
overseas?

Yes, the WIC-1AM supports a number of country types - see the +GCI
documentation at

Is the connector the same rj-11?

Phone wall outlets are different in many European country's, but
adapters to RJ11 are available everywhere.
