I'm trying to connect two routers (7206 and 1700) via a serial
interface over IP. Currently the serial communicates perfectly via IPX.
I've just confgured ip addresses on both sides with a /30 mask and
encapsulation is PPP but they cannot ping each other. I even tried HDLC
but the IP stack on the interface cannot even open. I have attached the
"show interface" command output of both routers:

1700 Router

Serial1/0 is up, line protocol is up
Hardware is CD2430 in sync mode

is it "ip routing" enabled in both routers? any acls in the interfaces?
btw your interfaces in the 7200 has some errors, most likely from a
dirty line although in this case that's not the reason of you not being
able to ping.

ip routing is activated on both routers. No ACL on both routers and our
local TELCO tested the line and it passed 100%. Could it be the IOS
maybe?

Check the timeslots configured on both sides of the link and make sure that
they are configured the same. Then run a show controllers s1/0 to make sure
that the clocking is set properly.
