It isn't possible to send data from one VLAN to the other, without routing. So if the hosts are in different VLANs, it wouldn't be possible without any routing.

are you going to send those packets with your feet ? :-) IP packet would need router to change vlan
Not enough information here. Are you talking about an IP packet? If so, what are the IP addresses and subnet masks of host1 and host2? What do you mean by labelling host1 with VLAN1?
