SemSim

I've been playing with the simulator for a couple of months. For the money I'm happy with it. My experience with Cisco is minimal and this was a good tool to get started with. It has a series of small labs that run through various modes and configurations. It also has a couple of tests using a virtual network to back up the lab info, a set of flash cards on the materials, and six troubleshooting problems. Probably, once I get more Cisco under the belt I'll think the SemSim is just a tinker toy. But for now, it has given me the fundamentals and has let me practice working with them. I'm not disappointed with the minimal investment.
