Hello- can anyone tell me when ipv6 will be implemented,or has it already happened? Also which organisation is responisble for IP addresses, how much do they charge and are they leased? Thanks in advance.

Technically, only ISPs can acquire a block of IPv6 addresses. The organization maintaing address allocation is the same group that does that for IPv4.
