The goal of CIDR is to increase the scalability of routers by aggregating multiple consecutive networks into a single entity (supernetting), such that only one route is required for the whole entity, rather than one route for each network. The aggregation does not need to consider any network class boundary (i.e. 204.0.0.0/8 is allowed). However, the consecutive range of network numbers must be allocated to the same authority, so that the networks within the range can share the same route.
