DCE/DTE connection Help

I need Help, I am connecting 2 routers with DCE/DTE crossover cable
router 1 , serial 0 _ connected to router 2 serial 1
router 1 ( DCE end connected )
interface Serial0
bandwidth 64
ip address 192.168.4.1 255.255.255.0
no ip directed-broadcast
encapsulation frame-relay
keepalive 29
clockrate 64000
no frame-relay inverse-arp IP 20
frame-relay local-dlci 20
router 2 ( DTE end connected )
interface Serial1
ip address 192.168.4.2 255.255.255.0
encapsulation frame-relay
bandwidth 64
no fair-queue
When I connect the cables the interface shows up then goes to down
and I can't get the two routers to see each other.
What should I do to get communication between these routers?
