Changing the configuration register

I am preparing for the CCNA and I am using CCNA FastPass by Todd Lammie. My question is why did he remove the first 2 (by the x) in the default register config when he configured the router to boot the image from ROM. (0x2102 to 0x0101)

What you see and set as a 4 digit Hexadecimal value is actually stored as a

16 bit binary value with each of those individual bits, set either to 1 or 0, being interpreted by the router processor as meaning something specific - that's how all digital computers work.
