Is there an analog to the 66 block with 110-type punchdowns? What is
it called?

Assuming there is, can one do cross-connects that are CAT5e or even
CAT5-compliant?

A 110 block.

Hubbell's 110 blocks are Cat5e compliant.

Many other manufacturers are as well. I haven't seen any cat6, but
then again, most cat6 stuff is still pretty specialized.

If you want to get the cat5e rating, make sure to not unwind your
pairs too much, you still have to get them within half an inch of
termination, even on your cross-connects.

siemon company part number is S110AB2-100FT. This is for the kit that
includes
the legs, labels and clips. It will do 100pr.

In Siemon part it's an S110DW1-50-89.

Hmmm, if you can do it on a 110 block, yes. It isn't a whole lot of
fun, because the jacket keeps the twists in place. Your jumper wire
ends up being jacketed Cat-5e cable.

Except for the density, I'd either use the Leviton plate with 12 holes
on an 89 bracket, or the 6 jack 89 bracket
