I have Charter internet that I got and windows XP and a modem. Via the ethernet, I plug in the modem. I get messages saying that the ethernet is connected. Yet, I cannot surf on Internet explorer.

Have you called Charter and given them the information they need about the modem?

Power off all parts, then repower the modem and wait one minute; Then power up XP.
It is possible that your particular modem requires a cross-over ethernet cable, but unlikely. From the cmd line in XP, type PING 192.168.1.1 - WHAT does it say?
